Is there a good way to curate and share a Twitter List?

1. Easily create a Twitter List 
2. Easily share the Twitter List 
3. Allow others to easily add themselves or suggest others who should be added

 

A tool called TweepML to do this (http://www.tweepml.org), but a long-awaited update has been "coming soon" for several months now.

TweepML will NOT be coming back in the form it was before. You will not be able to use those  tools .

It is very easy to do all these things right from the main Twitter interface.

1.  Go to Twitter.com and sign in.
2.  Then click the tab called Lists and look for the link Create a List. 
3. Give it a name, description and make it Public. 
4. Then again, in the main interface, use the Search bar to find certain people, or click on their username in the stream, or any number of ways navigate to a person's account. Then click on the list icon and select the list you wan them on. 
5. Once you have populated your list, click the name of the list back on that List tab and copy the URL.
